HIGH CONCEPT: THE FIRST HUMAN SPECTER
- Invoke: For investigations, to open doors and cut through bureaucratic red tape. Also for combat.
- Compel: Many think Specters are just thugs who think themselves above the law. Criminals and fringe elements hate Specters as well. Others are resentful that an upstart Human has been elevated to such a position of power within the Citadel hierarchy.
TROUBLE: SACRIFICED EVERYTHING TO STOP THE REAPERS
- Invoke: To have the Resolve to do what is necessary.
- Compel: Shepard has allied herself with Cerberus and destroyed the Bahak Relay, killing 300,000 batarian colonists, to stop the Reapers. This has given her the reputation of a renegade at best and a mass murderer and terrorist at worst.
- Invoke: People reflexively obey her instructions, and the weight of her presence smothers fear – leaving only calm and discipline to thrive.
- Compel: Some are repelled by and will try and take advantage of Shepard’s good intentions and high moral code.

- Invoke: If it’s something that’s done on the front lines or behind enemy lines and can go real wrong, Shepard has probably intensively trained to handle it.
- Compel: Shepard is so used to working with military personal, she sometimes has trouble communicating with civilians.

- Invoke: Shepard’s calm, unflappable manner is infectious and allows her to make improbable allies out of the most hated enemies.
- Compel: Because of her willingness to make allies she sometimes takes risks leaving herself vulnerable to betrayal.

Many races resent the fact that humanity gained a seat on the council so soon after first contact. The batarians in particular clashed with human interests in the Verge, blaming them for depriving them of valuable resources. Because of this humans suffer a penalty of -1 in social conflicts.
- GENETICALLY ENGINEERED/LAZARUS PROJECT ENHANCEMENTS (-2)
Shepard was killed by the geth and brought back to life by Miranda Lawson’s Lazarus Project. The side effects enhanced her physically. A character with this stunt receives a floating +1 bonus to a skill roll usable once per session as well as a permanent +1 skill point of their choosing which may exceed the campaign’s maximum skill cap for power level.
ADRENALINE RUSH (-1 REFRESH)
RECHARGE: 1 +4 = 5
When activated make an Alertness roll. The effects of this talent will last for a number of exchanges equal to the shifts generated. While active this power negates the -2 penalty for firing a weapon outside of its Range group. It also gives the soldier a bonus to his weapon damage of +1.
CONCUSSIVE SHOT (-1 REFRESH)
DAMAGE: 0 RANGE: 0-6 PENETRATION: -1
NOTES: Aspect: Stunned!
RECHARGE: 1 +4 = 5
Make a Guns attack against a target with a +2 bonus to the roll. If successful the target takes damage normally and if their shields are down has the “Knocked to the Ground” or “Stunned” Aspect placed on it. It has no effect on shields but is very effective against biotic barriers.
Barriers that are struck are brought down automatically and must be recharged normally.
STUNTS (-3 REFRESH)
- UNFLAPPABLE (RESOLVE)
You simply aren’t prone to fear. While Intimidation efforts against you might provoke other emotions, they rarely scare you; gain a +2 to your Resolve when defending against a purely fear-based Intimidation action.
- SMOOTH OVER (RAPPORT)
You’re adept at stepping into a bad situation and dialing it down to something more reasonable. As long as you aren’t the direct reason someone’s upset, your attempts to calm him down using your Rapport receive a +2 bonus.
- CHAIN OF COMMAND (LEADERSHIP)
When you give an order, people hop to it. If you spend a fate point and command another character to perform a certain action, he gains a +3 on his roll if he complies. The command must be a specific use of one of the character’s skills, such as “Fly behind the asteroid to lose them.” You may do this once per scene.

Gain 2 ADVANCEMENTS per Refresh spent.

When activated, the user’s weapon causes fire damage to enemies, burning through armor (+1 Penetration against it) and setting them on fire. This stops health regeneration, and can cause unprotected organic enemies to panic for a FATE point. Synthetic enemies are resistant to fire damage and get a +1 Armor against it.

Make a powerful attack with Fists that does Damage: 2. Because it takes a moment to power up and manifest the omni-blade the attack roll is made at -1.

Shepard was raised in Alliance Navy bases during its hectic early years. In 2151 Chief Sakun Shepard left for Arcturus, where the Alliance was building a huge space station – he would this spend most of Mandala’s childhood 11 parsecs away from her.
As to Lieutenant Traoré-Shepard, she became the XO of increasingly large starships. This occasionally gave her the pull to take her daughter with her, but Amanda was raised in good part by friends of Lieutenant Traoré-Shepard, Systems Alliance schoolteachers, and various veteran NCOs who considered the kid something of the base’s mascot. In 2157, during the First Contact War, Mrs. Traoré-Shepard was promoted to Commander after saving the crew of the SSV Kumasi.
Amanda joined the Systems Alliance Marines on her eighteenth birthday, as she had always intended. The quiet, even-tempered girl wanted to become a technical expert like her dad – but kept scoring stupidly high on all tests, then during recruit training, infantry training and the Marine Combat Course.
Early in her military career Shepard found herself facing an overwhelming enemy force. She risked her own life to save her fellow soldiers and defeat the enemy despite the impossible odds. Her bravery and heroism have earned her medals and recognition from the Alliance fleet. She almost single-handedly repelled an attack by batarian slavers on Elysium.

Commander Shepard onboard the SSV Normandy is on a routine mission to recover a Prothean beacon on Eden Prime. The mission goes awry when the Commander is attacked by geth forces led by a rogue turian Spectre named Saren Arterius, who are also after the beacon. When the Commander locates the beacon it activates, imparting strange visions of synthetics slaughtering organics in Shepard’s mind before becoming inactive. It turns out that Saren is trying to find the Conduit, a mysterious device that will lead to the return of the Reapers, an ancient machine race believed to be behind the Protheans’ demise. Shepard becomes the first human Spectre and is given command of the Normandy with orders to hunt down Saren. Now it is no longer just about bringing one man to justice, but also to save a galaxy from extinction. Shepard manages to stop Saren and his master, the Reaper Sovereign, and saves the Citadel Council in the process at the expense of many human lives.

While patrolling for the remnants of the geth that attacked the Citadel Commander Shepard and the Normandy are destroyed by a mysterious Collector ship. The Illusive Man, head of a human supremacy organization calling itself Cerberus, resurrects Shepard with the Lazarus Project and gives her a new upgraded Normandy to stop the Collectors who have been destroying whole human colonies. Neither the Earth Alliance nor the Citadel Council were willing or able to do anything about it because it was happening to colonies on the fringe in the Terminus Systems. After gathering a crew of mercenaries and assassins Shepard goes through the Omega 4 relay and defeats the Collectors, who were agents of the Reapers, taking over their base in the galaxy’s core. Cerberus takes over the base and Shepard takes the Normandy and its crew planning on rejoining the Alliance.
GUEST STAR REDUX
STORY TITLE: MASS EFFECT 2: ARRIVAL
STARRING: EDI, Garrus Vakarian, James Vega, Javik, Kaidan Alenko, Liara T’Soni, Tali’Zorah vas Normandy
Admiral Hackett contacts Commander Shepard to ask for help rescuing Dr. Amanda Kenson, an Alliance deep-cover operative in batarian space who has come across evidence that a Reaper invasion is imminent. Hackett explains that Kenson was recently captured by batarians and charged with terrorism. Wanting to avoid a diplomatic incident with the Batarian Hegemony, Hackett requests Shepard go in solo and rescue the scientist as a favor. Shepard agrees to help and uses coordinates given by Hackett to travel to the batarian prison on the planet Aratoht where Kenson is being held. Shepard is able to mount a rescue and learns from the doctor that the Reaper invasion is imminent and that they will arrive through the Bahak relay. They return to Kenson’s base on an errant asteroid that the doctor planned on hurling into the Mass Effect relay destroying it and stopping the Reapers.
Unfortunately, the Doctor and her people had been exposed to a Reaper and had become indoctrinated. They captured Shepard and planned on holding her until the Reaper forces arrived. Shepard managed to escape and sent the asteroid hurtling into the Relay destroying it. Unfortunately the batarian colony in the system was destroyed as well claiming the lives of 300,000 Batarians. Realizing the magnitude of what she had done Shepard turned herself over to the Alliance and has been held under house arrest until they figure out what to do with her.
This is how I imagine Shepard at the beginning of Mass Effect 3. She is very tough and very powerful but still has room to grow over the course of that game.
